Minor Encroachments Minor Encroachments are temporary items for private use on public rht-of- way. To lessen congestion in the streets, and to facilitate the efficient and adequate provision of transportation, water and sewage and to secure safety from fire, every subdivision plan and site plan shall be subject to a determination of the sufficiency of infrastructure, as defined below according to the established levels of service in this Article. Infrastructure shall be considered sufficient where it is demonstrated to have available capacity to accommodate the demand generated by the proposed development as well as other approved developments and Planned Development Master Plans. In order to avoid undue hardship, the applicant may propose to construct or secure sufficient funding for the facilities necessary to provide capacity to accommodate the proposed development at the adopted level of service. To lessen congestion in the streets. every subdivision plan and site plan shall. are illustrated in the City of Raleh Standard Details Manual. Consult NCDOT.
